Job Description
Position Summary
Planner II:
Planner II is the journey level classification in the professional planning series. The Planner II performs a variety of complex specialized professional planning duties.
Senior Planner:
Performs lead-level duties in the Planning Division of the Planning and Development Department including providing oversight, guidance, training, and directing work activities of Planning staff. Coordinates with the Deputy Director of Planning and Development and helps supervise the activities of the Planning division within the Planning Department.
Compensation:
Planner II: Range 9 ($4,711 - 7,066)
Senior Planner: Range 12 ($6,270 - $9,406)

What You Will Do
Planner II:
Reviews non-administrative and administrative land use cases.
Updates GIS zoning maps.
Updates Planning database.
Assists the public by answering inquiries and providing information concerning land use and subdivision regulations, policies and procedures.
Accepts, reviews and evaluates various land use and subdivision applications; prepares and presents staff reports, including but not limited to power point presentations, analysis and recommendations.
Assists in the analysis and drafts or refinement of land use and subdivision regulations and procedures.
Assists in the development and execution of methods to monitor and evaluate the effectiveness of adopted regulations, procedures, plans, programs and strategies.
Conducts complex planning studies/subdivision research on a wide range of subjects including, but not limited to land use, subdivision, zoning, population and economic trends, natural resource protection, housing needs and affordability and growth management.
Conducts meetings involving the general public, special interest groups, County staff, County boards and commissions and any others as assigned.
Responds to requests for information from citizens, developers and others for a wide variety of inquiries including, but not limited to, County plans, policies, procedures, regulations and pending development and building permit applications.
Researches various planning projects that involve field studies, surveys and data analysis.
Performs miscellaneous duties as assigned including creation of maps, research of properties and associated land uses and typing of findings or correspondence as requested by other planning staff.
Performs Planner-On Call duties to assist the public and customers of the Department with completion, review and acceptance of zone district standard forms and application, subdivision laws, regulations and procedures; Issuance of zoning authorization for building permits to include plot plan for compliance.
Assists in the drafting of proposed amendments to the Land Use Code and Comprehensive Plan.
Performs other duties as appropriate for performance of the job.
Senior Planner:
Oversees, guides, trains, and directs the work activities of Planning staff in coordination with the Deputy Director of Planning and Development.
Accepts, reviews, and evaluates various land use applications; prepares and presents staff reports, including but not limited to PowerPoint presentations, analysis and recommendations.
Performs Planner-On Call duties to assist the public and customers of the Department with completion, review, and acceptance of zone district standard forms and applications, subdivision laws, regulations, and procedures; Issuance of zoning authorization for building permits to include plot plan for compliance.
Organizes, schedules, and conducts meetings involving the general public, special interest groups, County staff, County boards, commissions, and any others as assigned.
Acts as a resource or expert in a program area. Assists the Director in training and coaching less experienced staff.
Performs more complex planning duties and serves as project manager for major planning projects.
Performs and manages a variety of long-range planning activities; develops, updates, and revises the Comprehensive Plan.
Conducts a variety of related special projects and studies dealing with land use, zoning, development, demographics, economics, housing, and natural resources.
As assigned, serves as staff to the Planning Commission, Board of County Commissioners, Board of Adjustment, and other commissions and committees, including the preparation and presentation of reports and recommendations.
Assists in the drafting of proposed amendments to the Land Use Code and Comprehensive Plan.
Provides input to setting objectives and priorities for Department activities.
Monitors and reviews environmental concerns, including natural resources, wetlands, and wildlife habitats; reviews development proposals as needed to ensure compliance with County Environmental Regulations.
Applies The Pueblo County Land Use Code in a manner consistent with County policies and procedures.
Coordinates planning activities with other County departments and divisions and with outside agencies.
Responds to difficult citizen complaints and requests for information from citizens, developers, and others for a wide variety of inquiries including, but not limited to, County plans, policies, procedures, regulations, and development applications.
Prepares materials for and testify in court as needed regarding violations of land use.
Performs other duties as appropriate for performance of the job.
What You Have
EDUCATION:Planner II and Senior Planner:
Bachelor’s Degree in Urban or Regional Planning or closely related field required.
OR
Master’s Degree in Urban or Regional Planning can substitute for two years of professional experience.
- Note: Any acceptable combination of education, training and experience that provides the above knowledges, skills and abilities may be substituted.
Minimum of three years of professional experience in Urban or Regional Planning required.
Senior Planner:
Minimum of four years of professional experience in Urban or Regional Planning required.
Minimum of one year experience in a supervisory capacity preferred.
CERTIFICATION:Planner II and Senior Planner:
American Institute of Certified Planners (AICP) preferred.
SPECIAL REQUIREMENTS:
Must successfully pass background check.
