Job Description Summary:
IT Applications Sr Administrators (ASAs) provide technical support and process leadership in defining, selecting, implementing, maintaining, enhancing, and integrating the City's portfolio of SaaS, Commercial-off-the-Shelf (COTS), and custom applications.
The individual in this role will be a crucial support contact on existing applications, monitor application performance, coordinate with the vendor to troubleshoot bugs and malfunctions and provide ongoing maintenance, update, and user/technical support. They will also assist clients in meeting data analysis and reporting needs.
As customer needs change and the technology environment evolves, ASAs collaborate with customers in defining business needs and identifying solutions that meet customer objectives while optimizing integration and supporting the City's strategic technology plan. They lead or support application selection and purchase, installation, configuration, user set-up, training, testing, and cut-over.
Business analysis, project management, systems architecture, and system integrations increase with focus over the career progression. Success requires developing solid skills in each of these areas throughout career progression.
Job Description:
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
ENTERPRISE AND DEPARTMENTAL APPLICATIONS: Responsible for assigned enterprise-based and select customer department production applications, including but not limited to the following:
Plans, researches, analyzes, tests, and documents all components of new and existing applications using state-of-the-art tools, frameworks, techniques, and relational databases.
Works closely with customers and staff to prototype, test, and validate the functionality of applications.
Documents requirements, evaluates and presents recommendations for integration solutions.
Participates in the installation and upgrading of hardware, software and performs technical consultation for software packages.
Troubleshoots, diagnoses, fix bugs, or coordinates support with software vendors for bugs and malfunctions.
Analyzes and reviews application data schemas to support reporting and business intelligence functions.
Acts as the principal point of contact for support and maintenance of issues and enhancements.
Facilitates training for users and coworkers on applications.
ENTERPRISE INTEGRATION AND ARCHITECTURE: Aimed to improve data management, data integration, and application integration functionality. Including but not limited to the following:
Advocates for application integrations to maximize city operations' efficiency and effectiveness and reduce the reliance on non-specialized and/or supplemental applications.
Documents requirements, evaluates and presents recommendations for integration solutions.
In conformance with city technical architecture standards and plans, develops and makes recommendations about applications solutions.
Under the functional guidance of internal business analysts, provide BA service to City departments. Requested tasks may include studying information flows and business processes to streamline business processes, expand software and data integration and simplify application architecture among multiple business areas in the City.
APPLICATION REPORTING SUPPORT: Performs work focused on meeting the information needs of knowledge workers in the organization. Including but not limited to the following:
Collaborates with city departments and IT staff to gather information needs requirements.
Collaborates with the database administrators on recommendations for views or objects to simplify report writing and improve easy access to information by the customers.
Possesses the ability to understand complex relationships between different aspects and areas of the business.
Uses software tools to organize and present information.
PROJECT MANAGEMENT: Under the functional guidance of the PMO, perform project-related duties that may include, but are not limited to the following:
Develops project work plans and objectives, conducts kick-off meetings, monitors and controls project tasks and milestones, coordinates and schedules work on assigned projects.
Tracks project work efforts and manage change control requests.
Participate in software vendor selection processes, including RFP/RFI/RFQ creation and award, contract negotiations, and contract management.
CONTINUAL IMPROVEMENT AND KNOWLEDGE SHARING: Including but not limited to the following:
Seeks out current technology trends within the application support discipline and makes recommendations towards the acceptance and incorporation of these technologies.
Serves as a leader in gaining familiarity with emerging technologies.
Research new technical methods/disciplines, teach others how to incorporate them into their day-to-day activities, work product, and style.
Guide the adoption of industry practices.
OTHER: Including but is not limited to the following:
Performs related duties as required to meet the needs of the City.
Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Promptly reports all accidents and damage to City property.
Responsible for knowing and complying with all City and department policies; and adhering to attendance and workplace attire policies.
Provide technical assistance to coworkers, users from other City departments, and outside individuals on the City's technological environment, architecture, computer systems, and applications.
MINIMUM REQUIREMENTS
Have and maintain a clear background check.
Bachelor's Degree in computer science, business, or related field.
Minimum of 4 years progressively responsible experience in enterprise application support, application development, or business systems analysis.
Demonstrates verbal and written communication skills, including presentation skills.
Extensive breadth of expertise and competency as an administrator of enterprise applications.
Possess the ability to communicate effectively to all levels of an organization, including soliciting information and translating business needs into technical solutions.
Experience in organizing projects, work plans, and communicating with management, coworkers, and system users.
Experience in application software procurement processes, including RFPs, RFIs, and contracts.
PREFERRED REQUIREMENTS
A proven and demonstrated proficiency in support of enterprise systems.
Experience in a governmental, non-profit, or educational entity.
Experience with the Information Technology Information Library (ITIL) framework.
Experience in supporting cloud-hosted (SaaS) systems.
Experience in the development of SQL Server Reporting Services (SSRS).
Experience with Workday, Tyler Munis, Tyler EnerGov, Laserfiche, O365 SharePoint.
Experience with automation and script development.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s Degree in computer science, business, or related field
At least four years' experience with development aligning to the support and improvement of enterprise applications and processes.
WORKING CONDITIONS AND REQUIREMENTS
A proven track record of working in a remote environment
Acceptable background check, including criminal history
Successful completion of Criminal Justice Information Systems (CJIS) certification
