Major Position Responsibilities:
Works closely with Business Development and Program Management to identify and develop capture plans, price-to-win, and target cost flow downs.
Reviews solicitations and supports the definition of program and product offerings to enhance the competitive advantage of the Strategic Business Unit (SBU).
Participates as a key team member and cost volume leader on proposal teams to assess the financial risks associated with estimates and major proposals.
Prepares cost estimates using standard (Oracle, ProPricer) or tailored estimating tools. Proposals may include moderately to highly complex accumulations of functional inputs provided by Operations, Sourcing, Engineering, Quality, Programs and Finance across multiple WBS elements or tasks. May include the development of estimates based on historical data which may require analysis outside of the standard estimating tools or templates. Will frequently be required to analyze historical data outside of standard estimating tools. May be required to create customer pricing models to meet specific customer RFP requirements.
Prepares and assembles supporting data packages for customer review and Government audit. Has the ability to modify standard reports or create custom reports to meet unique customer requirements.
Assesses provided estimates to ensure that they are complete and compliant with Cost Estimating procedure and practices. Evaluates provided estimates to ensure that they are fair and reasonable. Evaluates actual cost history and develops estimating relationships for use on future proposals.
Assists sourcing in evaluating subcontractor proposals and analyzing proposals to ensure completeness and accuracy of all costs and compliance with the Truth in Negotiations Act (TINA) and other applicable laws and regulations.
Authorized to conduct reviews of estimates under $100K prepared by peers.
Actively support proposal team by providing data, analysis and/or charts for presentations and participating in proposal reviews.
A key member in fact-finding and contract negotiations both locally and at customer location on all proposals. Formulates negotiation strategies to meet company objectives.
Prepares certification sweep analysis and documentation.
May serve as subject matter expert for SBU CE Team for a specific CE system/tool.
Works under minimal supervision with significant latitude to approach and methods.
Able to interface at all levels within industry and customer communities as well as all levels of employees and management.
Basic understanding of Lean Six Sigma process. May participate in LSS project. May undertake training as a Greenbelt.
Comprehensive knowledge of function and fully capable of applying principles, concepts and practices. Understands the basic principles, concepts, and practices of program organization and control, team building, and financial management.
Advanced financial analysis and problem solving; a thorough understanding of the implications of TINA and the most commonly applied FAR/DFARs. A working knowledge of less commonly applied FAR/DFAR/local contract clauses. A good understanding of CAS and its applications. Fully knowledgeable on government contract formats; well versed in manufacturing requirements planning, DoD Budget/Procurement Process, Subcontractor Cost/Pricing Analysis, and program management best practices; active participant in business/proposal strategies and negotiations.
