Job Description
This position is open to Department of Environmental Conservation permanent employees only.
This position is being recruited for in Anchorage, Fairbanks, and Juneau. Pay will be determined based on location of selected individual.
Introduction:
Looking to join a dynamic team of supervisors in Air Quality Compliance? This position supervises the Division of Air Quality’s Compliance Program staff serving the Enforcement Section. The Compliance Program Overseas State commitments on the implementation of enforcement aspects to our State Clean Air Act Permitting Program and additional requirements under State Air Quality Control regulations. This position reports to and receives general direction from the Program Manager. This position is responsible for ensuring that the Enforcement Section meet their commitments in implementing necessary aspects of the Compliance Program. As the staff supervisor, this position is responsible for hiring, recruiting, and training staff to carry out Compliance Program work. Additional workload or projects may be delegated from the Program Manager to the incumbent. As a member of the Compliance Program supervisory team, this position participates in and supports the Program management team in program development activities.

Work Environment:
Incumbent will generally work in a hybrid telework or office setting. Under general direction, this position performs a variety of functions associated with supervision, management, delegation, and leadership pursuant goals to implement state and federal air quality rules and regulations.

Special Note:

Minimum Qualifications
Any combination of education and/or experience that provides the applicant with the following competencies
Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Equivalent to those typically gained by:
A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience evaluating, documenting, and monitoring environmental and socio-economic impacts of changes in the built environment or applying environmental regulations and pollution controls for damage recovery or to protect or improve environmental quality.

Applicants must currently work in the recruiting department (DEC) and hold permanent employment status. Permanent employment status is defined as holding permanent status in ANY job class in the current period of employment with no break in service (separation from State of Alaska employment) since the permanent status was earned.
