Minimum Qualifications:
Bachelor's Degree in Finance, Public Administration or related field required; supplemented by three (3) years of experience in utility billing and collections to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: None.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Example of Duties
Purpose of Classification:
Assisting the Utility Billing and Collection Manager in the day to day operation of the division with concentration on overseeing the billing, payment, and all activities necessary to ensure timely collection of bills, including turn-offs and turn-ons, filing and releasing of lien on delinquent accounts.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Oversees direct billing of over 70,000 water and sewer customers, and handles all billing errors and inquiries from customers. Manages meter reading process to be used for accurate and timely production of bills in accordance with agreed upon schedule. Coordinates printing of bills and mailing to customers. Reviews reported billing errors and approves adjustments that are requested if necessary. Performs analysis of billing reports for accuracy. Oversees all aspects of meter change-out program.
Oversees all collection activities for the same 70,000 customers and responds to complaints on collection efforts that result in disruption of services for non-payment. Reviews all accounts for proper billing and timely payment of bills. Supervises staff to ensure payments are posted to accounts. Supervises staff for turn-off and turn-on of customers who are delinquent in payment of their bills. Coordinates liening of delinquent customer accounts.
Acts as the liaison between the Finance Department and Public Works Department on all activities relating to Water and Sewer operations. Reviews and approves all work orders relating to bad meters and forwarded to Public Works as necessary. Works with Public Works Department on timely execution of work orders. Attends and coordinates meeting with Public Works in order to ensure smooth interactions between both departments.
Assists on customer service operations as necessary. Reviews customer service operations with respect to the opening of new accounts for accuracy and completion. Coordinates with Financial Systems Supervisor on resolution of any billing error issues, including meter reread requests, leak test requests, and or flow tests.
Assists on the review and approval of credit adjustments to bills as necessary. Reviews and approves credit adjustments resulting from bad meter reading or billing errors. Administers sewer back billing, and transfers water/sewer assessments.
Performs all activities requested by the Director or Deputy Director of Finance. Works with other divisions of the department for the greater success of County operations.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
