Minimum Qualifications:
Bachelor's Degree in business or public administration, human services, education, or a related field required; supplemented by three years of progressively responsible experience in a social service setting to include lead or supervisory experience, and seven years of experience in the field.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Certification as a State Approved Trainer from Georgia Association on Young Children is preferred.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in Performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to oversee the daily operations and multifaceted programs and services within the Office of Children and Youth to enhance the lives of participating children, youth and parents. Responsibilities include managing assigned staff, developing program goals and objectives, assisting the Division Manager with long-range program planning, and developing and implementing policies and procedures related to program activities.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Assists Division Manager with operations of Office of Children and Youth: participates in setting program goals and objectives; provides coordination for and supervises a wide range of administrative functions in support of departmental operations, such as personnel, budget, inance, purchasing, information and records management, issues analyses, program evaluation and planning, travel/in-service training, and information technology services; reviews/processes program activities, budget issues, and procurement requests; approves various administrative actions and transactions; and prepares and maintains program records.
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Administers program activities: develops short and long-range program goals and objectives; interprets and complies with federal and state regulations applicable to assigned program; creates, develops and improves program strategies to enhance program delivery; reviews program curriculum, brouchures, handbooks, participation levels, and program evaluation tools; provides feedback to program coordinators; and addresses/resolves parent concerns and problems.
Analyzes high-visibility and complex issues affecting assigned functions, provides advice and recommendations, and makes independent judgment decisions to facilitate resolution.
Develops and monitors budgets for department programs: reviews previous year's expenditures and determines budgetary needs for staffing, supplies, equipment, services, and/or capital improvements; monitors expenditures for budget compliance; and approves program expenditures prior to submission for payment.
Participates in grant related activities: researches grants and funding sources that address social ills facing children and youth in Fulton County; completes grant/funding program applications; ensures proper documentation to comply with grant requirements; and administers grant funds.
Serves as a County liaison to various businesses and community and social services agencies: serves on committees and attends meetings to promote program activities; collaborates with partnering divisions, departments and outside organizations to share resources and host community events.
Participates in the development of specifications for Requests for Proposals (RFP), grants, and program funding sources.
Participates in the selection of contractors: determines fund allocations, level of service, contract performance evaluations, and contract compliance; and resolves issues related to service contracts.
Reviews clinical notes and evaluations of professional staff related to assigned area as required.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various letters, correspondence and documentation, including program curriculum, lesson plans, parent and books, brochures and flyers, and monthly budget reports; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including annual business plans, policies and procedures, action plans, performance indicators, and corrective action plans; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with Board of Commissioners, Division Manager, other county departments, community advocacy groups, third party service contractors, parents, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Children and Youth programming; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
