Minimum Qualifications:
Bachelor's Degree in business or public administration, social work, human services or a related field required; supplemented by five years of progressively responsible experience in managing housing or community/social services programs, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Example of Duties
Purpose of Classification:
The purpose of this classification is to oversee and manage the provision of services delivered by assigned Emergency Housing programs to provide for housing needs Fulton County citizens. Responsibilities include managing residential facilities and programs, conducting program planning and evaluation activities, assessing training needs, and managing assigned staff.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate facility coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Coordinates projects, major studies, reviews, initiatives, and grants related to the delivery of assigned Emergency & Transitional Housing program(s): coordinates program activities with community agencies or other resources to enhance service delivery and program content.
Manages program delivery: assesses training needs, develops training materials, monitors program performance, establishes performance standards, and evaluates the effectiveness of services: assists in developing, maintaining, and supervising a monthly reporting system for program plans, input/output, and evaluation of programs related to the housing services program delivery system; and responds to inquiries and resolves problems and/or complaints regarding the availability or quality of program services.
Oversees work of contracted agencies in the provision of housing services programs: provides technical assistance and training; establishes performance and communication expectations; interprets Federal and State program standards; receives/reviews monthly reports; records and tracks contractor performance; authorizes invoices for payment; and coordinates with County staff, and contract agencies in the development of corrective actions as needed.
Enforces rules, regulations, and procedures related to the provision of housing services programs: provides and interprets Department of Human Resources (DHR) and Office of Housing quality standards for housing services programs.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
