Job Description
HR Workforce Planning Assistant
CSEngineering is looking to add a Workforce Planning/Manpower Assistant to our growing team! This position will support the US Navy, Directorate of Management (DOM), Personnel Services Division (PSD), Civilian Personnel Branch (CPB) at the Pentagon.
The ideal candidate will possess a minimum of 2 years' of general office experience, preferably in a government environment. Demonstrated proficiency with the suite of Microsoft software to include Word, Excel and Outlook. An associate degree in any field of study is a plus. The position requires a Top-Secret clearance.
The primary role for this position is to provide support for manpower activities related to the enterprise organizational Structure including resource needs and staffing requirements. Coordinating manpower meetings, preparing, and presenting briefings, and conducting follow-up actions to ensure continuous progress. Performing studies through data analytics that identify and validate the manpower requirements of administrative management and professional functions. Present results briefings and providing requirements as a Summary of Manpower Requirements. Provides manpower requirement, organizational, programing and planning recommendations for efficient and effective usage of military, civilian and contract resources.
JOB RESPONSIBILITIES
Outlined below are the critical responsibilities for this position:
- Assist Management Analysts in providing a systematic look at an organization to identify, diagnose, measure and address organizational, team and leadership effectiveness for potential improvement.
- Assist Management Analysts in conducting assessments and utilizing data to provide consultation on interventions that will close gaps from current to desired future state as well as the design, evaluation, and implementation of programs capabilities, and operational efficiencies.
- Assist Management Analysts with creating products to facilitate, guide & coach leaders, staff and customers on change management, employee engagement, performance excellence, team effectiveness, organizational structure/design, governance, practices, strategies other areas that impact the productivity and achievement of Joint Staff, OSD, and Service goals.
- Manpower programmer for joint manpower for all echelons of the Joint Staff. Assists Management Analysts with completing studies, analysis, and coordination on manpower changes and reorganizations. Once manpower and organizational adjustments are approved, implements all changes in the Fourth Estate Manpower Tracking System (FMTS) and civilian personnel systems.
- Assist Management Analysts in creating products to provide strategic options, recommendations and training regarding technical operational manpower alternatives and manpower resourcing capabilities to Joint Staff senior leadership.
- Assist Management Analysts with coordinating proposed manpower actions with Services, OSD, and joint activities. Ensures all requests are submitted in a timely fashion via the Fourth Estate Manpower Tracking System (FMTS) and civilian personnel systems.
REQUIRED QUALIFICATIONS
Security Clearance: Top Secret
- High School Diploma or equivalent
- A minimum of four (4) years of demonstrated relevant professional experience providing manpower management and data system support.
- Familiarity with federal organization functions, pay grades, standards, and personnel processes.
- Must have a Top Secret clearance
- Must be a United States Citizen
