What you will be doing:
This position provides executive management of the Department of Health's (DOH) Public Information Team which includes public information officers, publication specialists and visual information specialists who provide a broad range of communications services on behalf of the department, its divisions, the general public or specific audiences, often in coordination with partners. The manager directly or indirectly supervises team members and oversees the department's public relations, information and education, publications, social media and website functions, including setting priorities and delegating or reassigning work in alignment with department goals. This position tracks issues of importance to the department, directs the team's short-term and long-range planning, provides public relations counsel to leadership, serves on teams aimed at improving department systems and manages contractors and budgets.

This position provides executive management of the Public Information Team, the centralized group of communications professionals who supports our department. Our work is fast-paced, challenging and creative, and requires the ability to work independently and collaboratively while juggling longer-term projects and tight deadlines. The work is highly varied in both content and the audiences we strive to reach with our communications efforts.
Who we are looking for:
The ideal candidate will display proficiency in the following areas of knowledge, skill and ability.
Management: Experience managing collaborative teams through direct and indirect supervision including goal-setting, effective project management, coordination of people and resources and balancing work loads across employees who have a wide range of skills and proficiency levels.
Planning: Ability to develop and implement short-term and long-range plans, goals and objectives, including budgeting, staffing and resource needs and finding solutions to optimize the economy, productivity, efficiency and effectiveness of the team.
Communication: Highly skilled in communicating and providing information to executives, staff, the media and the public to promote the department's projects or programs and provide information to the public through websites, publications, and media relations.
Content Production: Considerable knowledge of the broad range of communications produced by the Public Information team including web, print, social media, audio/visual and more. Ability to manage the work of others producing this content, and also help produce materials as needed.
Complex topic and crisis management: Ability to work effectively under pressure and take calculated risks where the consequence of error is significant and directly affects the section and/or department.

Minimum Qualifications
Any combination of education and/or experience that provides the applicant with competencies in
Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Communications and Media: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, visual media and social media.
Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
Strategic Thinking: Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
Technology Awareness: Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.
Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in journalism, public relations, communications, marketing, advertising, business administration, public administration, or a closely related field.
Special Note:
“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.
“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

Three writing samples, including two long- or short-form writing sample (examples include articles, commentaries, press releases, social media posts, newsletters, etc.) and if possible, a communications plan.
Three business references with current contact information.
A copy of academic transcripts, to verify post-secondary education used to meet the minimum qualifications. (Unofficial transcripts are accepted provided the institutions name is listed).
Note: Applicants will be asked to complete a brief writing and/or editing exercise, such as a press release or campaign plan on a fictional scenario and will be given 30 minutes to do so.
