JOB TITLE: Jr. Accountant

SUMMARY: The Jr. Accountant will provide entry-level professional accounting support, including posting data to various ledgers, registers, journals, and logs; analyze and review financial transactions in preparation of the Annual Financial Report; perform the duties of Accounts Payable, Accounts Receivable, Payroll, capital/fixed assets, and appliance/equipment inventory.
Applies principles of fund accounting to analyze and maintain ledger accounts, and maintenance of internal controls, reconciliation of accounts, and audits, for Mesilla Valley Public Housing Authority. This is considered a full-time position as defined by the Fair Labor Standards Act (FLSA).
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Performs accounting and clerical duties in accordance with standard office procedures and policies.
- Responsible for processing accounts payable transactions in an efficient and timely manner.
- Verifies coding for proper charging to programs and budget line items on check requests and other similar items.
- Obtains approvals and documentation for payment; enters information into computerized database.
- Verifies accuracy of information; maintains vendor W-9 forms.
- Takes care of all vendor correspondence via mail, e-mail, or phone, evaluating and reconciling all vendor statements.
- Resolve invoices, and discrepancies in receipts; maintain and update all accounts payable data as well as ensure accuracy in general ledger.
- Files, maintains, and distributes accounting reports, and maintains vendor records and documents.
- Receives, posts, and reconciles rent payments received from tenants.
- Process Company's payroll, timesheets, leave slips. Issues payroll checks /direct deposits.
- Assists in preparation and posting of journal entries, review of monthly check vouchers, deposit log, and check log.
- Assists in the development, monitoring, and compliance of internal controls.
- Maintains confidentiality of records.
- Complies with internal security and safety practices established by the Housing Authority.
- Establishes and maintains good working relationships with those contacted in the course of work.

EDUCATION and/or EXPERIENCE: College degree in accounting or related field required. Minimum of one year related experience. A combination of education and experience may be applied.
Knowledge and ability to operate a fund-based computer accounting system. Knowledge of chart of accounts, general ledger, and internal control policies and procedures are required.
Computer literacy, including basic knowledge and use of personal computers and application software is required. Proficient computer skills in Microsoft Word and Excel.
ABILITY TO: Communicate effectively in English and Spanish. Follows verbal/written instructions, dealing effectively with coworkers, clients, and customers in person and over the phone.
REASONING ABILITY: Understand, and analyze accounting information and records. Ability to work effectively within a team environment and establish and maintain cooperative working relationships. Ability to follow directions, meet deadlines and produce work that is organized, accurate and legible. Ability to use judgment and discretion in giving information/solving problems. Ability to make daily decisions based upon a high level of independent judgment.
LANGUAGE SKILLS: Bilingual (Spanish/English) required. Good reading, writing, and grammar skills. Good interpersonal relations and written and verbal communication skills. Ability to read and interpret documents such as federal regulations, operating, and procedure manuals. Ability to write reports and correspondence. Ability to effectively present information and respond to questions.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have and maintain a valid Driver’s License.

While performing the duties of this job, the employee is frequently required to sit. The employee is frequently required to use hands to finger, handle, or feel objects, tools, or controls and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. The noise level in the work environment is usually quiet.
