ATTENTION ALL ALASKA RESIDENTS!
The Department of Transportation and Public Facilities (DOT&PF), Central Region Highways & Aviation is looking for a Maintenance & Operations Specialist to help us Keep Alaska Moving!
What you will be doing:
This is an office-based, project manager position that will assist the Central Region Maintenance & Operations Manager in developing, overseeing, and closing out State and Federal roadway and bridge maintenance projects ($10M - $13M annual budget) in accordance with guidelines from the Federal Highway Administration, the State of Alaska, and other federal and state entities. Vital in the success of these duties is the ability to effectively communicate and collaborate with field staff as well as knowledge of developing and maintaining project budgets for design and construction activities. Managing of these projects will require collaboration with other DOT&PF function groups including Environmental, Planning, Right-of-Way, and Utilities. Familiarity with managing consultant-produced products as well as overseeing construction related contracts is helpful.
In addition to managing projects, this position will be responsible for review of draft highway and bridge engineering plans/specifications for the purpose of providing maintenance related comments that influence how the projects eventually get constructed. The ability to effectively communicate both verbally and in writing to a large and diverse audience is important.
The position will occasionally travel in order to review construction and maintenance activities as well as collect data on roads and bridges. Most travel can be kept to a single day, but there may be times when overnighting is necessary.
Please note that knowledge of or experience with road maintenance equipment (graders, end dumps, skid steers, loaders, plow trucks, blowers, sweepers, etc.) is valued for this position, but not required as this position will not be operating such equipment.

The working environment you can expect:
Your office will be at the Central Region DOT&PF building located adjacent to Lake Hood at 4111 Aviation Ave, Anchorage, AK. While most work will be accomplished in an office setting, a small portion of the duties will require travel to various DOT&PF facilities, M&O stations, and construction sites. Much of the travel can be accomplished via state provided vehicle, but some travel will be via major air carrier and/or small commuter plane.
The M&O work environment can be fast paced with frequently changing conditions. Priorities can change in an instant and a successful applicant will be able to change along with them. Who we are looking for:
We are looking for an individual with the following desired compentencies, knowledge and skills that will contribute to the success in this position:
Demonstrated knowledge of design, construction and maintenance activities for DOT&PF highways or airports.
Proven project management knowledge including; project initiation, planning, execution, monitoring and cost control and closeout. This position will oversee M&O's federal preventative maintenance program of $10M - $13M annually.
Ability to accurately estimate and track construction and maintenance activities.
Excellent communication skills including; ability to interact with the public to answer questions, drafting letters and reports, and representing M&O interest to other departments and agencies.
Skills to review design plan sets, interpret regulations and analyze data effectively.
Minimum Qualifications
Two years of work experience in highway, street, utility, or airport maintenance, operations, design, or construction gained at the level of station foreman, airport foreman, or project engineer. The required experience includes such work as Equipment Operator Foreman 1, Equipment Operator Foreman 2, Rural Airport Foreman, Engineering Assistant 3, or Engineering Associate with the State of Alaska or the equivalent with another employer.
OR
Six years of journey-level work experience operating a variety of specialized heavy duty equipment such as dump trucks, graders, and loaders in construction or mining. The required experience includes such work as an Equipment Operator – Journey 2 with the State of Alaska or the equivalent with another employer.
Substitution:
Major course work in project or program management, engineering, construction management, business administration, or other closely related course completed at an accredited college work may substitute for up to four years of the required journey-level equipment operator experience (3 semester hours or 4 quarter hours equal 1 month of experience).

The required experience includes work such as Equipment Operator Foreman 1, Equipment Operator Foreman 2, Engineering Assistant 3, or Engineering Associate with the State of Alaska or the equivalent with another employer.

Additional Information:
Interested applicants need to be aware that this is an office based position with a strong focus on project management. Need to have a willingness to travel to remote maintenance and construction sites several times a year. Not required, but helpful in this position is a familiarity with transportation related matters such as road and aviation maintenance practices; road and aviation construction practices; and duties/responsibilities of other DOT&PF functional groups such as Right-of-Way, Planning, Design, Materials, and Environmental.
