Roles and Responsibilities:
Is the leader of sourcing related scope for the projects being in Inquiry To Order (ITO) phase within the global PMO (Project Management Office) discipline.
Is part of the PMO Project Sourcing team and the main point of contract for sourcing related topics in front of PMO-ITO Manager.
The PMO-ITO Sourcing Manager leverages the data and experience acquired from PMO sourcing department in projects execution. In this sense, he/she maintains present knowledge of the market trends in PMO sourcing execution. He/she is also accountable for providing the PMO sourcing team with the current needs from ITO department to ensure success in the continuity of the business.
Is accountable for exploring potential new suppliers to be used later in project execution phase for the PMO sourcing team. He/she works together with commodities sourcing leaders in building potential panel of suppliers for future projects tendered.
Identifies risks and opportunities in projects tendering for the sourcing function, including fulfilment and logistics execution. In this sense, he/she is the main sourcing point to raise awareness on GE legal scheme, tax issues and customs issues in the future project.
Works proactively across the globe with local ITO teams to support tender bids, exploring and engaging with potential local suppliers with whom to partner on the main commodities for PMO.
Defines, reviews, and updates the ITO Sourcing Strategy in close collaboration with the PMO Global Sourcing Manager, the PMO Sourcing Commodities Manager and with the ITO Manager with respect to the overall business strategy and the project specific technical, commercial, legal, logistics and fiscal requirements (such as sourcing restrictions, financing constraints, tax scheme, customs constraints, country and project specific applicable standards and codes, manpower subcontracting …).
Reviews, comments, and considers the developer’s project sourcing requirements. Identifies any commercial/legal/fiscal risks and opportunities, taking into consideration PMO Global sourcing strategy, GE OFFW General Terms and Conditions, etc.
Establishes first Project Sourcing Plans in a draft stage, where sourcing strategy, CCS (Cost Contract Sheet) costs, schedule and suppliers panel are included.
Coordinates the Requests for Interest (RFI), Requests for Quotation (RFQ) of equipment and services with PMO Commodities Sourcing Manager and ensures that project costing is backed up by robust supplier offers.
Ensures a smooth hand-over of Project Sourcing related scope between ITO and PMO Execution Team (specially with the PSM – Project Sourcing Manager) at the required Gate review.
Required Qualifications:
Bachelor's Degree from an accredited university or college or 10 years experience of significant experience in Sourcing & Tender and Project Sourcing.
Minimum of 5 years of significant experience in the Sourcing & Tender and Project Sourcing.

The salary range for this position is $101,300 - $168,800 USD. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s experience, their education, and the work location.
