Position Title: Principal Human Resources Specialist Effective Date: November 2024 Salary Grade/Range: Grade 16 / $71,571 - $90,000 FLSA Status: Exempt - Administrative EEO Job Category: General Position Summary: The Principal Human Resources Specialist provides highly complex, specialized professional human resources services for the Idaho Supreme Court in a variety of areas including, but not limited to, employee relations, performance management, compensation, job classification, recruitment, selection and onboarding. This professional position works as a subject matter expert with a high degree of independence under the general supervision of the Human Resources Manager.
EXAMPLE OF DUTIES
(The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)Provides human resources consultation and policy interpretation on a wide variety of complex issues;Advises managers and staff on complex employee relations issues, performance management, and interpretation of employment laws, and Court policy;Leads human resources initiatives and contributes to state-wide HR initiatives;Implements HR projects and service initiatives, including supervisory training or education;Researches human resources matters, analyzes information, prepares and monitors reports;Manages the classification and compensation program and serves as the subject matter expert in Human Resources for description, classification, and compensation;Writes and/or reviews job descriptions, grades job descriptions, and recommends appropriate compensation;Responds to management and employee inquiries regarding federal and state employment law as well as judicial branch policies and procedures;Develops improved managerial procedures and practices for the Idaho Supreme Court;Compiles and analyzes information on various human resource topics; verifies accuracy of information; identifies issues and problems; formulates recommendations as appropriate;Coaches, counsels, and advises justices, judges, trial court administrators, division directors, and other people leaders regarding performance development and performance management;Participates in the investigation of employees issues and recommends appropriate outcomes to the Human Resources Director;Reviews or writes disciplinary or termination documents;Reviews and evaluates organizational policies, practices, structure, functions, programs, work methods, resources, relationships between various systems, and management and program performance;Researches, writes, or revises personnel policies for review by the Human Resources Director;Maintains policy manuals;Provides advice to division directors regarding organizational structure or staffing issues;Acts as the lead on Agility processes for the Human Resources Division;May participate in high profile recruitment and selection activities;Provides guidance and assistance to Human Resource Division staff;Reviews a variety of documents and communications for accuracy;Performs other duties as required.
SUPPLEMENTAL INFORMATION
Knowledge of federal and state employment laws and regulations;Knowledge of human resources management principles and practices;Knowledge of employee relations practices and performance management;Knowledge of compensation and job classification including Hay rating;Knowledge of recruitment and selection processes and procedures;Knowledge of MS Office Suite including Word and Excel;Knowledge of the practices and principles of state government and court personnel administration preferred;Skill in presenting facts and recommendations verbally and in writing;Skill in working cooperatively with others;Skill in conducting effective interviews;Skill in analyzing and classifying positions and developing compensation recommendations;Ability to work with a high level of independence;Ability to develop, apply and interpret human resources policies and procedures;Ability to analyze human resource management problems and develop alternatives and recommendations;Ability to maintain calm and use reason to manage difficult or emotional situations;Ability to communicate effectively, both verbally and in writing with individuals throughout the organization;Ability to establish effective working relationships with staff and management, other agencies, and the public;Ability to maintain confidentiality.
