Main Purpose of the Job:
The incumbent collaborates with the Security Manager, Facilities Manager, and DCHQ Executive Staff in developing, preparing, and implementing safety and security policies and procedures for the District Court of Maryland (DCM) courthouses, Commissioner?s Offices, and other offsite locations. The incumbent will be the liaison for all security-related training for judicial officers, and all other DCM personnel. The incumbent will be the liaison with HR for bailiff recruitment efforts and reference checks. The incumbent coordinates the safety and security programs to include all Active Shooter Training and additional personal safety training to promote and ensure a safe working environment for judges, commissioners, DCM employees, and courthouse visitors. The incumbent will evaluate the effectiveness of safety and security programs and revise the DCM Security Manual to ensure it is current with best practices. The incumbent will liaison with all DCM Districts to ensure the formation of Security Committees to make necessary recommendations for all security-related matters. The incumbent will evaluate, analyze, and make recommendations about building, facility, and overall security effectiveness and suggest improvements in keeping with industry standards.
The incumbent will be the liaison with law enforcement to develop intelligence-gathering and sharing policies.
The incumbent will be required to obtain within six months from the hire date an MPCTC Instructor Certification (Special Police Officer), Maryland State Police Handgun Instructor Certification, and Active Shooter Training Certification (Avoid Deny Defend) from Texas State University. The incumbent will assist the Security Office in conducting mandated bailiff training as a backup instructor.
The incumbent will develop a recordkeeping system to maintain all records for the security training curriculum for judicial officers/judiciary employees, related statistical information, incident reports, reference checks, threats (against judges, commissioners, employees, and infrastructure), physical security assessment evaluations, intelligence information/reports, and Active Shooting Training.
Education: High school diploma/GED and MUST be a graduate of a certified Police Training Academy.
Experience: Five (5) years of previous law enforcement experience required.
Physical Demands: Work requires frequent physical effort, such as standing for long periods of time during training exercises or presentations. Must be able to lift 50 lbs. A physical examination is required.
Licenses and Certifications Required:
Required to obtain a Special Police Commission and Maryland Handgun Permit.
May be required to obtain MIEMSS Automated External Defibrillator/CPR instructor certification.
May be required to obtain an Oleoresin Capsicum (OC) spray/chemical weapons instructor certification.
May be required to obtain a TASER weapon instructor certification.
Required to obtain a Maryland State Firearms Instructor certification.
Required to obtain MPCTC Classroom Instructor certification.
Knowledge, Skills, and Abilities:
The incumbent must have experience in conducting live fire range qualification and have the necessary training and experience to qualify as a Maryland State Police Licensing Division Certified Range Instructor.
The incumbent must be certified, or capable of being certified as an oleoresin capsicum (0C) spray agent trainer and be capable of delivering instruction to District Court bailiffs in its use, consistent with the court's policy on Use of Force, and manufacturers guidelines.
The incumbent must be able to obtain the following certifications: MPCTC/MSP Special Police Officer training certification, MSP firearms instructor certification, and Active Shooter Trainer Certification.
The incumbent must have a valid driver?s license.
