ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Serves as primary contact for evaluation, research, audit and problem resolution for specified portions of the School Foundation Program.- Develops and implements accounting systems, records, methods, and procedures to address changes in requirements. Monitors expenditures to meet GAAP requirements and performs annual year-end collection and reporting functions.
- Ensures adequate internal controls, manual and automated system documentation, and workflow processes and procedures for multiple internal financial systems are in place to provide timely and accurate information.
- Serves as co-lead for the Audit & Risk Assessment Committee, and guides the risk management framework for the agency.
- Oversees the reimbursable state Special Education, Retirement, National Board Certified Teachers, and Cooperative Service programs financial reports.
- Provides guidance, training, and technical assistance to Wyoming school districts, charter schools, state agencies, various committees, and agency staff to resolve problems and questions regarding school finance audits, financial systems, and accounting issues.
- Performs internal and external financial audits of school district financial data and information.
- Through policy and program analysis, process improvements to existing methods and policies.
Preference may be given to individuals with working knowledge of the Wyoming Funding Model.
KNOWLEDGE:
Ability to interpret school district funding requirements, submissions, and fiscal compliance.- Ability to interpret State and Federal laws and regulations regarding finance administration.
- Ability to communicate effectively across a broad spectrum of staff and stakeholders, both orally and in writing.
- Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles (GAAP).
