Job Description
9 Month Contract Position Summary (to be re-evaluated in August)
Assists the Prevent Child Abuse North Dakota (PCAND) Home Visiting Director in developing, implementing, and providing ongoing financial oversight for the North Dakota Maternal, Infant, Early Childhood Home Visiting Program (ND-MIECHV). Provides financial technical assistance, while ensuring the appropriate use and accurate reporting of all the ND-MIECHV grant’s financial transactions. This included following all relevant internal and external accounting practices.
Contractor Deliverables
· Provide financial oversight for the ND-MIECHV program. This includes developing the budgeting process and detail for recurring grants, coordinating budget revisions with program staff, monitoring budget activity for grants, resolving accounting and reporting issues as necessary, and preparing monthly budget- versus-actual status reports.
· Be the fiscal contact for federal agencies, as needed for the ND-MIECHV Program. This includes understanding specific grant requirements, understanding the required systems needed for financial management of the grant, preparing invoice and requests for payments to funding agency, ensuring compliance on contract conditions and assurances, and ensuring federal fiscal reporting requirements are met.
· Assist in ND-MIECHV program sub-recipient monitoring. This includes serving as the secondary contact for all sub-recipients, helping manage sub-recipient contracts, monitoring sub-recipient budgets, reviewing sub-recipient budgets and reimbursement requests for appropriateness, managing the financial risk assessment process, and assisting with pre-award requirements before contracts are issued.
· Assist in the annual Federal Audit of pertaining to this specific grant for Prevent Child Abuse North Dakota.
· Assist in examining the administrative burden of the ND-MIECHV Program on Prevent Child Abuse North Dakota. This includes the tracking and identifying of administrative costs, the tracking and identifying of infrastructure costs, and providing recommendations for a federal indirect rate negotiation for the agency.
· Serve as a positive, proactive voice for Prevent Child Abuse North Dakota through social media, public speaking, public relations and/or representation at training and events; build capacity and knowledge of agency.
Qualifications
Have a bachelor’s degree in accounting or business administration, or equivalent business experience, as well as knowledge of generally accepted accounting principles; have knowledge of accounting practices and federal grants management procedures. Preference given to those whom are Certified Public Accountants.
Be a critical thinker, well-organized, and detail-oriented; have proficient or expert communication (oral and written skills); demonstrated ability to be proactive and take initiatives; work both independently and in team setting; prioritize and manage multiple tasks; manage budgets and assist with writing grants and grant reports when needed.
Have good judgement, empathy, adaptability, and level-headed attitude; demonstrate proficient or expert interpersonal skills when interfacing with partners; be assertive and persuasive when necessary while maintaining positive and productive relationships.
Have strong computer literacy; proficient in Microsoft Office Suite, Quickbooks, SharePoint, Zoom and data management systems.
This is a grant-based contract which will be re-evaluated each August for and going forward would be a 9 month contract.
Drive and travel throughout North Dakota on an annual basis. Location is optional.
Compensation:
Range is between $2,000.00 and $2,250.00 a month depending on experience and is based on monthly project deliverables.
Computer and software subscriptions will be provided.
