Job Description
Atmospheric Science Technology, LLC, is seeking a qualified Facility Security officer to join our dynamic team in Norman, OK. The Facility Security Officer (FSO) will report to the General Manager. This is a Part-Time position.
The essential job functions or duties of this position are as follows, but not limited to: The FSO will be responsible for daily security operations and NISPOM compliance for our facility as well as serve as the primary point of contact for all security inquiries. The FSO will be responsible for all facets of industrial security in compliance with the National Industrial Security Program (NISP), Defense Counterintelligence & Security Agency (DCSA), and other government agencies.
Required Qualifications:
- US Citizenship required
- Active Security Clearance (must be able to maintain a clearance at the same level of the facility at all times)
- Obtain Level 2 Certification and any other Security certifications required
- Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 4-6 years of professional experience
- Commitment to security - creating and delivering the highest value to customers
- Ability to interpret company and government security policies and apply them to program operations
- Experience serving as FSO
- Thorough understanding of security databases such as Joint Personnel Adjudication System (JPAS) and its replacement Defense Information System for Security (DISS), Electronic Facility Clearance System (eQUIP), National Industrial Security System (NISS), and Electronic Questionnaires for Investigations Processing (e-QIP)
- Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, and refresher briefings, as appropriate
- Ability to develop and establish an effective security awareness, training, and education program
- Strong communications skills, both oral and written
- Proficient in the use of MS Office Suite
- Ability to utilize forward-thinking to anticipate customer/government changes and challenges
- Possess strong communication, presence, and interpersonal skills
- Customer-focused with excellent time management skills
- Must be self-motivated and able to work effectively both independently and as a team member
- Performs other duties as assigned
Specific duties may include, but are not limited to:
- Track and monitor DD-254s
- Investigate, prepare, and submit Security Violations and Incident Reports as required by the NISPOM Prepare and participate in yearly DSS vulnerability
- Ensures compliance with the NISPOM for the Defense Security Service as well as various. Intelligence Community Directives (ICDs), required for Sensitive Compartmented Information program procedures
- Submit employees for clearances and periodic reinvestigations through JPAS as required
- Process Visit Authorization Requests (VARS)
- Prepare, coordinate, and conduct all annual security education/training in relation to the NISPOM, customer requirements, and company policy to ensure government compliance
- Train and orient employees in security policies and procedures to ensure compliance with government and customer regulations
- Maintains a relationship with the DSS Representative, prime contractor's FSO, and subcontractor FSO's
- Keep management informed on security issues
- Securely maintain personnel security records
- Creating, Updating, Administering, and Tracking all required training
- Conducting Self-Inspections
- Preparing for and Participating in Security Vulnerability Assessment
- Managing up to date company information in eFCL
- Maintaining the Employee Clearance Roster
- Managing and overseeing required Security requirements for Subcontractors
- Coordinate with other departments including contracts and HR
- Filing paperwork
