Job Description
The Manassas Regional Airport is currently working towards becoming a 139 certificated airport and this position is vital to transitional goals. We are seeking an organized and detail-oriented self-starter who will be responsible for the oversight of all airport security of the Manassas Regional Airport, a General Aviation (GA) Airport classified as a Reliever Airport and designated as a National GA Airport.
This position will manage all safety and security efforts to ensure the airport meets Transportation Security Administration (TSA) regulations and requirements. This position will also oversee the operation of the identification badge process, and review airport security programs, security directives and airport tenant activities for compliance with airport and federal regulations.
Coordinates safety and security responsibilities at the airport with federal, state and local agencies in the enforcement of laws, rules and regulations.
Conducts regular safety and security inspections throughout the Airport Security Identification Display Area (SIDA) and routinely inspects door locks, signage alarm devices, camera monitoring system, and vehicle inspections including ensuring proper IDs for contractors, and visitors.
Ensures a safe and secure environment for airport employees, contractors, and the traveling public.
Evaluates, develops and oversees airport perimeter security measures; periodically reviews closed circuit TV to ensure proper adherence to ASP and responds to alarms as needed.
Develops inspection and audit programs where regulated access interfaces with publicly accessible areas in support of compliance with CFR 1542, TSA regulations, TSA issued Security Directives, Airport Security Program (ASP), and Operating Instructions.
Serves as Contract Manager for Public Area Security Guard Contract, managing the day-to-day operation of the contract.
Interprets and makes decisions based on federal regulations and security directives, Manassas Regional Airport Rules and Regulations, Airport Policies and Procedures and divisional Operations Instructions and Minimum Standard Operating Guidelines.Oversees and participates in identifying and assessing actual and potential decisions that will impact airport security and has the responsibility for identifying and implementing innovative solutions to manage those impacts.
Regularly reviews and updates security source documents, maintaining Airport brand standards.
Reviews, maintains and ensures that required documentation under § 1542.209 is kept in personnel files.
Serves as a primary airport representative to the TSA, federal, state and local agencies including the Federal Aviation Administration (FAA), and Customs and Border Protection.
Assists in developing airport budget for airport security related expenditures.
Maintains a thorough knowledge of FAA and TSA regulations, in particular FAR Part 139, FAA Advisory Circulars, Transportation Security Regulations Parts 1520, 1540, 1542, 1544, 1546, and 1548, TSA Policy and Guidance Handbook, and other information applicable to aviation operations, security, and emergency management.Participates on the snow team and respond to emergencies as necessary. May be subject to shift work and/or on-call duties. Available to the TSA on a 24-hour basis.
Performs other Airport Operation duties as assigned.
