Summary Description
Purpose and function of job. Reporting to the Board of Director of WarHorse Gaming, LLC the Director of Surveillance is responsible for leading, directing and monitoring the activities of Surveillance Operations within the WarHorse Gaming LLC, portfolio and ensure compliance with all requirements in accordance with established gaming regulations, internal controls and WHG policy.

- Ensures, develops, enhances, and maintains department compliance with Nebraska Gaming Commission Regulations, approved internal controls and company policies and procedures.
- Leads organization with methods and actions that are ethical and in full compliance with all applicable laws, regulations, and Company policies.
- Directs execution and deployment activities of the Surveillance department. Safeguards protection of company assets and gaming integrity. Establishes working relationships with corporate and property leadership to execute strategies that achieve property initiatives.
- Identifies compliance risks and take actions necessary to eliminate or minimize risks.
- Champions, within the organization, a commitment to honesty, integrity, and responsible corporate behavior.
- Creates a compliance culture within the organization and foster an environment where employees feel comfortable reporting potential violations or misconduct.
- Establishes and administers procedures pertaining to proper coordination of all Surveillance activities, with special emphasis, training of employees and game security.
- Develops, enhances, and maintains reporting and monitoring systems to accomplish objectives, maintain control of assesses and fulfill regulatory compliance.
- Recommends changes in the physical layout to promote the most effective protection of assets. Maintains Surveillance equipment surplus spare parts inventory, and ensure proper functioning of all surveillance equipment, coordinating outside repairs and maintenance as necessary.
- Reviews surveillance video / reports as necessary and coordinate routine random audits.
- Maintains and enforces information on laws and regulations affecting the gaming operations.
- Consistently analyzes Surveillance operations to ensure maximum effectiveness. Provides leadership, analytical and operational expertise.
- Utilizes research and other methods and tools to determine effectiveness of Surveillance operations.
- Leverages innovative and developing technology to enhance existing systems and software. Directly supervises Surveillance Manager and indirectly supervises all Surveillance Operations employees.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and coaching/counseling employees; addressing complaints and resolving problems. Perform other duties.
Job Specifications
- Education, experience, skills required, equipment used. A satisfactory combination of applicable experience and education may be considered in lieu of experience requirements.
- Bachelor’s degree or professional certification in related field.
- Eight (8) years casino surveillance and compliance experience; including five (5) years of progressive leadership/management experience. Pre-Opening experience highly preferred.
- Multi-property and/or regional management experience.
- Proven strong leadership and people management skills required with positive motivational and collaboration emphasis; communicates effectively, overcomes resistance, and builds commitment.
- Demonstrate expert knowledge of Surveillance, Security, and Casino Operations, including, reporting systems, compliance, gaming regulations, best practices, procedures, and structures. Experience working with federal & state government agencies and gaming regulatory boards. Excellent project management skills.
- Proficient in SharePoint & all Microsoft Office Suite applications.
- Demonstrate flexibility and adaptability to respond to new information, changing conditions, or unexpected obstacles.
- Demonstrate advanced conflict management skills to resolve challenges in a positive and constructive manner to minimize negative impact.

Travel Requirements
Travel is expected up to 50% of the time for this position. This role is expected to travel between our main office locations and our casino locations within the state of Nebraska. Travel is expected on a weekly basis for one or more days. Expected travel is during normal business hours and may or may not require an overnight stay.
Work Hours
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening, weekend and holiday hours required, based on business need.
Certification Requirements
Is this position responsible for selling, serving, or distributing alcoholic beverages or do they have comp authority? Yes Gaming License Required? Ability to secure and maintain NE Gaming License required. Other Certifications? Driver’s License

WarHorse Gaming is a division of Ho-Chunk, Inc., the award-winning economic development corporation of the Winnebago Tribe of Nebraska. WarHorse Gaming operates the WarHorse Casino, Lincoln (now open) and will operate the WarHorse Casino, Omaha (opening 2024). Both are in partnership with the Nebraska Horsemen’s Benevolent and Protective Association (HBPA). WarHorse Gaming will also operate WarHorse Casino in South Sioux City (opening TBD).
Phase one in Lincoln opened September 24th, 2022, featuring over 9,000 square feet including 433 slot machines along with simulcast and live horse racing.
WarHorse Gaming Lincoln’s next phase of construction will begin shortly after the Omaha facility’s construction starts. The expansion will double the size of the current facility and add an additional 500 parking stalls at the casino and racetrack. The expanded facility will feature 870 slot machines, six to ten table games, and an expanded dining area for customers. The Lincoln facility’s second phase is planned to take about one year to complete. Subsequent construction phases will see the buildout of the full gaming floor, parking garage, event center, and 220 room hotel.
WarHorse Gaming Omaha will feature roughly 1,300 slots and 20 tables games once complete, of which more than 800 will be available when the first phase of the casino opens about a year after the start of construction. The buildout also includes a parking garage that can accommodate all phases of the casino.
Once fully constructed, WarHorse Gaming Lincoln will employ more than 500 people and generate roughly $14 million in tax revenue for the State of Nebraska.
