Job Description
The Hogansville Police Department has an immediate opening for:
Code Enforcement/Animal Control Officer
Code Services
Employee in this position is responsible for enforcing the environmental, sanitation, housing, and utility codes of the City of Hogansville and the State of Georgia. Employee reports to the Code Enforcement/Animal Services Supervisor.
Duties and Responsibilities
· Respond to customer complaints about improper landscaping, abandoned cars, and poor sanitation practices in their neighborhoods.
· Patrol the City and address discovered violations of the City of Hogansville Environmental Codes.
· Summon violators to court as necessary.
· Gather evidence and present in court as required.
· Stay informed about changes in environmental codes.
· Maintain detailed records of work performed.
· Perform residential rental inspections
· Maintain record of building permits issued and ensure that permits are properly displayed during construction or remodeling projects within the city.
· Ensure that all permittable construction or remodel projects obtain and maintain a proper building permit.
· Perform house and building inspection prior to occupation.
· Ensure that City Ordinances are being followed and that yards, lots, and properties are properly maintained.
· Conduct abatement, and condemnation inspections.
· Deliver municipal civil papers and packets as needed.
· Clean and maintain issued vehicle and equipment and ensures proper maintenance schedule.
Skills, Knowledge, Abilities, and other requirements
· Skilled in using tools necessary for carrying out assigned duties.
· Knowledge of applicable environmental codes.
· Ability to interface with citizens in a polite and professional manner.
· Ability to work in a cooperative manner with multiple City Departments.
· Ability to write clear and concise letters.
· Ability to perform basic math.
· General knowledge of construction and carpentry
· A valid driver’s license issued by the State of Georgia, or other State.
· The ability to operate larger sized pick-up trucks
· A clean driver’s history.
· Must take and pass pre-employment requirements.
· The ability to operate light equipment.
· Ability to pass an extensive background.
Animal Services
Performs routine and skilled work in apprehending, impounding, and caring for animals found in violation of City Ordinance. Much judgment is required as the employee usually works independently of other co-workers. Work is reviewed by the Code Enforcement/Animal Services Supervisor through observation and evaluation of results obtained. Supervision over others is not exercised.
Duties and Responsibilities

- Responds to calls and citizens’ complaints to apprehend animals found in violation of City code.
- Investigates complaints; apprehends animals if found in violation.
- Feeds and cares for animals in shelter.
- Cleans and disinfects pen daily.
- Feeds animals and gives them fresh water daily.
- Washes feeding utensils daily.
- Preforms euthanasia of sick or injured animals; transports deceased animals to Landfill for disposal.
- Patrol streets periodically to apprehend stray animals.
- Responsible for transport of stray animals to LaGrange, Troup County Animal Shelter.
- Clean and maintain issued vehicle and equipment and ensures proper maintenance schedule.
- Performs routine office duties.
- Maintains current and accurate records on all animals received and disposed of.
- Maintenance of temporary holding cages and grounds.
- Enforces laws and ordinances the City of Hogansville.
- Investigate animal bite cases.
- Impounds dogs that are not penned or under its owner’s control.
- Issues warnings and citations.
- Takes Court action against violators; appears in Court as witness.
- Take animals to veterinarian when necessary
- Investigate and prosecute animal cruelty complaints as necessary.
Skills, Knowledge, and Abilities
- Skill in the use of equipment assigned to this division such as trucks, 2-way radio, housekeeping equipment, catch poles and leashes.
- Knowledge of geography of the City of Hogansville and surrounding area.
- Knowledge of laws and ordinances relating to control of animals within the City of Hogansville
- Knowledge of the handling and care of animals.
- High school diploma or GED equivalent and valid driver’s license.
- Ability to deal with stress involved in the humane euthanasia of animals.
- Ability to understand and follow oral and written instructions.
- Ability to keep computer records.
- Ability to work harmoniously with fellow employees.
- Ability to deal with the public in a courteous and tactful manner under adverse conditions.
- Ability to lift objects weighing up to 50 lbs.
- Working knowledge of social media platforms.
