Job Description
This position is open to Alaska Residents only.
The Alaska Oil and Gas Conservation Commission (AOGCC) is currently recruiting for a permanent, full-time overtime eligible Petroleum Inspector.
Under general direction, the Petroleum Inspector performs fieldwork in the enforcement of Oil and Gas Conservation statutes and regulations to assure the prevention of waste in the exploration, development and production of hydrocarbon reservoirs. Program goals are defined as part of the specific duties and to accomplish these goals inspectors must select which inspections are critical to witness and which inspections can be waived.
An inspector must evaluate and analyze non-repetitive conditions and exercise independent judgment in the application of regulatory decisions affecting continued operations at an inspected location. The inspector is responsible for the appropriate method of inspection based on the type of operation or test being conducted and for recommendations to the AOGCC which improve operator compliance with statutes, regulations, and orders.
An inspector is away from home and on duty for extended periods of time and must work odd hours. The nature of oilfield operations requires the AOGCC inspection staff to be available 24 hours per day, seven days per week, including holidays and weekends.
Our organization, mission and culture:
The AOGCC is an independent, quasi-judicial agency of the State of Alaska. The AOGCC oversees all oil and gas drilling, development and production, reservoir depletion and metering operations in the state of Alaska. The AOGCC is responsible for preventing waste, protecting correlative rights, improving ultimate recovery, and protecting underground freshwater. It administers the Underground Injection Control (UIC) program for enhanced oil recovery and underground disposal of oil field waste in Alaska. The AOGCC serves as an adjudicatory forum for resolving certain oil and gas disputes between owners, including the State. The AOGCC carries out statutory mandates consistent with the protection of health, safety and the environment. It strives for cooperation with industry, while maintaining well-defined and essential regulatory requirements.
The benefit of joining our team:
At the AOGCC, you will be joining a team of highly competent professionals who work together effectively and efficiently to support the AOGCC's mission. This position will have the opportunity to learn oil and gas regulations and statutes as well as interact with oil and gas industry professionals. Staff of the AOGCC work in an office environment as well as telework.
The working environment you can expect:
The AOGCC office is located in Downtown Anchorage near the Park Strip, in a single-story building with plenty of free, private parking available. A typical day includes data entry within structured databases as well as managing a large collection of historical oil and gas documents. This position provides excellent customer service to a variety of state agencies, members of the public and industry, while filling public records requests.
The successful candidate will need:
Working knowledge of oil field equipment operations in Alaska.
Working knowledge of blowout prevention equipment, safety valve systems, petroleum measurement systems and well integrity requirements.
Working knowledge of AOGCC statutes and regulations.
The ability to exercise independent judgement and prioritize work responsibilities with minimal oversight.
The ability to travel and work on short notice, under inclement weather conditions, for extended time frames and to remote locations. This may include reliance on personal or state-owned vehicles, helicopters and/or fixed wing aircraft, and other modes of transport.
The ability to effectively and professional communication with others, both verbally and in writing.
Special Notice:
This position is in the exempt service. The exempt service is established by statute. Positions are exempt from the provisions of the State Personnel Act and serves at the discretion of the appointing authority. This position is not covered by the terms of a collective bargaining agreement.
