Job Description
DESCRIPTION
Performs highly responsible and complex professional work in the administration and coordination of information gathering and for Comprehensive Annual Financial Report, financial statements and other reports. Assist in preparing budget requests, monitors expenditures, and ensures compliance with given fiscal restraints within guidelines of supervisory instruction and departmental policies and procedures. Reports to Deputy Director or other designated person and works with co-workers, department directors, auditors, vendors (engineering firms and contractors), the general public, and elected officials and representatives to provide accurate and accessible records.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Coordinates information gathering for Annual Financial Reports, Annual Budget Documents, financial statements and other reports. Assists in preparation of quarterly financial reports.
Completes various quarterly and annual surveys required by the State.
Assists departments in the preparation of budget requests by performing fieldwork (i.e., analyzing alternative budget scenarios, executing fiscal studies, visiting department heads, and reviewing requests for format and content).
Interprets reports, advises on resources and assumptions underlying budget forecasts, and prepares comparative analyses of operating programs.
Assists in reviewing departmental budgets and entering necessary journal entries/budget adjustments required to maintain compliance.

MINIMUM REQUIREMENTS
Education: BA/BS from an accredited college in a course of study related to occupational field of Accounting or Finance
Experience: No experience required – one (1) year preferred in Accounting, Finance or related field; or any equivalent combination of education, training and experience, which provides the requisite knowledge, skills and abilities for this job.
Knowledge/Skills/Abilities:
Knowledge of principles and practices of budget preparation, review and analysis procedures, problem solving and interpersonal relations.
Familiarity with computerized financial and accounting systems, relevant federal, state, and local laws and county policies and procedures, governmental accounting and financial management.
Interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Mastery of personal computer and standard software operation
Excellent verbal communication skills.
Ability to work independently
Knowledge of principles and practices of Generally Accepted Accounting Principles (GAAP), Finance, and Generally Accepted Auditing Standards (GAAS).

Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
