The Position
Internal Auditor
Salary displayed includes 9.5% general salary increase effective July 3, 2023.
An additional 9.5% general salary increase will be applied effective July 2024.
The City of Ontario’s department of Innovation, Performance Management and Audit (IPA) has an exciting opportunity for an Internal Auditor who is passionate about serving the community and seeking a position that challenges their critical thinking skills within a fast-paced environment. Under the direction of the City Auditor, the Internal Auditor conducts operational, performance and compliance audits of both inter and intra-departmental operations and systems to determine effective and efficient management practices and compliance with applicable regulation. In addition, this position ascertains the reliability and quality of accounting and other data developed within the City’s established reporting systems.
The ideal candidate will have a strong background in auditing, including knowledge of auditing standards; possess outstanding critical, analytical, and technical skills; operates with independence and initiative; has a refined ability to communicate difficult messages; and demonstrates outstanding interpersonal skills to work collaboratively with City staff across all agencies and departments. Additionally the successful candidate will be a role model for the City's Approach to Public Service - Commitment to the Community, Achieving Excellence Through Teamwork, and Doing the Right Thing the Right Way – and emulate the qualities of a 5 Tool Player – Leader, Thinker, Operator, Communicator, and Public Servant.
Innovation, Performance Management and Audit
The mission of the Innovation, Performance Management and Audit Department is to support the organization by leading innovation; eliminating waste, fraud and abuse; measuring what matters; challenging the status quo; and finding creative solutions through an innovative mindset for continuous improvement, and creating new and better ways of providing City services. IPA provides insights and oversight of operations using ongoing audits, Agency Strategic Objectives (ASO’s), Key Performance Indicators (KPI’s) and Quarterly Performance Scorecards (QPS). These tools are designed to increase transparency and visibility in work products, create new opportunities for data mining, and allow for data driven decision making and organizational alignment.

Examples of Essential Functions
The essential functions typically performed by the Internal Auditor include the following:
Conducts internal audits and prepares written reports of audit findings.
Conducts audits of systems and procedures to ensure compliance with sound management practices.
Conducts audits to determine adequacy of City financial controls.
Identifies weaknesses in financial controls that subject the City to a risk of loss of assets or to improper accounting of transactions.
Ascertains the reliability and quality of accounting and other data developed with the established reporting systems used by city departments.
Assists department management with development and implementation of internal control procedures, as well as completion of various financial documents and procedures.
Prepares reports and maintains appropriate records.
May oversee the work of technical, clerical, temporary, or other staff as assigned.
Works with staff from various City agencies and departments to collaboratively find solutions to issues raised in internal audits.
Briefs Executive Staff on audit results.
Identifies performance improvement measure to enhance the delivery of City government services to the public.
Qualification Guidelines
Education
Bachelor's Degree from an accredited college or university in Accounting, Economics or a closely related field.
Experience
Three years experience in financial and/or internal auditing.
License
Valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.
Desirable
Master's degree from an accredited university in Business or Public Administration, Accounting, or a closely related field; Certification as an Internal Auditor, Certified Fraud Examiner, and/or Certified Fraud Specialist; Experience with continuous auditing; information technology and security audits; and/or performing data mining and analysis with data analytic tools; Five years experience in financial and/or internal auditing.
