Job Description
The incumbent of this position serves as a Journeyman Pavement Marketing Equipment Operator in the District Department of Transportation (DDOT), Operations Administrations, Street and Bridge Maintenance Branch. The incumbent uses skill and knowledge in the operations and maintenance of pavement marking and stripping equipment operations and processes.
Pavement marking equipment includes both automatic and manual devices such as the 600-pound and 1500-pound propane and diesel-fired thermoplastic melting kettle, which is used in the application of thermoplastic pavement markings (2) hand-liners, used for marking crosswalks, symbols, etc.; (3) hand rollers for rolling cold plastic; (4) primer applicators, and (5) line removers (grinders), thermoplastic kettles, cutter, or scrapers, etc. In addition, the incumbent utilizes a variety of hand tools as needed.
Duties and Responsibilities
As a Pavement Marking Equipment Operator, the incumbent is required to perform the following tasks continuously as a member of a three (3) six (6) person crew:
Makes necessary adjustments to equipment regarding regulating air pressure, air curtain, the width of lines, film thickness, etc. Mixes marking materials to proper consistencies and /or quantities before putting them into tanks/buckets, trays, etc. Operates marker remover equipment such as line eraser, cutter, scraper, or grinder, etc., in the removal of such pavement marking films and tapes, hot thermoplastic, cold plastic, preformed thermoplastic, reflective markers, flexible marker pots, and other devices. Installs and/or removes pavement marking and other traffic control devices throughout the city. These devices include flex-o-posts, Quick Curb, recessed markers with reflectors, temporary tape, permanent tape, and other associated items.
Work is performed as a member of a team engaged in stalling various traffic control devices such as signs and pavement markings. Inspections are made by Journeyman Operator and/or the foreman to assess appearance, accuracy, and adherence to established guidelines with minimal assistance, some judgment must be exercised in the proper placement of traffic control devices to ensure a safe environment for pedestrians and motorists. Work is monitored on all new operator positions and/or work situations to ensure operator proficiency, etcetera.
Qualifications and Education
Specialized Experience: Specialized experience is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Examples of specialized experience include a thorough knowledge of the District of Columbia Street system, including knowledge of the principles of pavement marking traffic control signing; safety practices applicable to pavement marking and sign installation, and cardinal guidelines found in the Manual of Uniform Traffic Control Devices for Streets and Highways. Specialized experience also includes the ability to translate marking schemes into layout patterns, the ability to interpret drawings, sketches, and written instructions on sign work orders, the ability to use and maintain a variety of hand, gasoline, electric, or pneumatic tools, and the ability to operate a variety of service vehicles, i.e., self-contained line striping trucks, liftgate or bucket trucks, which weigh up to 26,000 pounds.
Licenses and Certifications
Incumbents must possess and maintain a valid driver’s permit to operate motor vehicles in the District of Columbia, with authorization for vehicles to 26,000 pounds.
Working Conditions/Environment
Incumbent works mostly out-of-doors in all types of weather. Hazards include vehicle traffic, fumes, molten thermoplastic, risk of electrical shock, noise, and work at heights from ladders and trucks. Handles heavy equipment and materials with risks of sprain, cuts, burns, and the likelihood of bruises, splinters, and other injuries.

This position is designated as a safety sensitive position. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, applicants must successfully pass Pre-employment and Biennial Criminal Background, Traffic Records Checks and Drug and Alcohol Testing.
This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
